Syslist accounts are completely free; you only pay if you want to eliminate the restrictions on the account. These restrictions are:

You may only add up to 5 systems (ie, computers) to your Syslist account.
The user emailing system is disabled in free accounts.

Premium accounts are billed US $279 per 100 systems, per year, or $26 per 100 systems, per month. You may upgrade to a Premium account at any time.
